THE BASICS OF RUTGERS COST SHARING On November 14, 2007 the DGCA will be holding a cost sharing workshop in the ASB II. This workshop will cover what is cost sharing, the various terms and definitions used, and what Rutgers will consider as cost sharing. It will also cover the sources of cost sharing, proposal considerations and how cost sharing accounts will be set up. Since we are a state institution, it will also cover how state and non-state resources are recorded and reported. The timing of the session will be: 1:15 PM - Start of Program COST SHARING: FILLING OUT THE FORMS On November 27, 2007 the DGCA will be holding a cost sharing workshop at ASB II. This workshop is primarily meant for departmental business staff who are administering awards with state funded salary cost sharing. It is timed so that new business staff will have the information and training necessary in order to meet the June 15, 2007 deadline. The business staff is expected to have a working knowledge of payroll processing, purchasing and state budget transfers. They are also expected to have a good familiarity on the cost sharing policy as the training is on applying the policy. The training will take a simplified award with cost sharing from the proposal stage through to the final close out of the award. The emphasis will be on the financial aspects of the proposal/award and the forms, journal entries, etc. required for cost sharing. It should clarify what should be done, when it should be done and how it should be done. A handout will be given with the course that will that will have a complete set of forms, journal entries etc. from the proposal to final close out. The workshop was lecture and discussion oriented. It covered most aspects of the grant and contract administrative cycle from pre-award activities to finalizing the financial reporting and audit activities. It is meant to give a general foundation in grants administration. The workshop is intended for those of you who are relatively new to grants and contracts, who have only been exposed to selected areas of grants administration and want to get an overview or who want to refresh their overall knowledge of grants administration. Since the Federal government funds the majority of our grants and contracts either directly or indirectly, the primary focus will be on Federal requirements. DGCA Procurement Issues:Purchasing and Procurement issues specific to sponsored program research The DGCA no longer presents this workshop. The workshop was lecture and discussion oriented. It covered most aspects of the grant and contract purchasing and procurement issues. Topics will included DGCA sub-codes, expenditure guidelines, tabers, subcontracts, human subject fees, consultant agreements, and unallowable costs on Federal programs. Since the Federal government funds the majority of our grants and contracts either directly or indirectly, the primary focus will be on Federal requirements. The workshop will have the following timetable: Nothing scheduled for Fall 2007 Rutgers Budget Template:PREPARING THE BUDGET TEMPLATE The University Cost Sharing Policy and Procedure requires the use of the Budget Template for all awards with cost sharing that resulted from proposals submitted after January 31, 2000. Where required, the Budget Template must be submitted before an account can be set up. The Budget Template is an easy and standardized way to develop a budget for an award. It has columns for the subcodes and descriptions used in grants and contracts, columns for sponsor funding, state and non-state source cost sharing, a memo column for external funded cost sharing and a memo column for relating the budget template to the final proposal. It summarizes the budgets and calculates fringe benefits and F&A charges. The Budget Template is an Excel based spreadsheet. While knowledge of Excel is not required to use the it, it will greatly simplify the learning process. The workshop is meant as a basic course to walk you through and familiarize yourself with setting up the budget for an award with cost sharing. The Teaching Excellence Center's staff will present the training sessions at their computer labs throughout the University. A representative from the DGCA will be at each training session to answer grant and contract related Budget Template questions. Please note that since the computer training is hands-on, each session will be limited to the first to sign up. We will schedule additional training sessions as long as there is interest. May 18, 2000 INDIRECT COST FOR THE LAY AUDIENCE Recorded May 7, 2000 Indirect costs, or more properly titled, Facilities and
Administrative Costs, remain a mystery to many faculty and other members
of the campus community. Designed for faculty, administrators on the
departmental or school/college level, and newcomers to research administration,
this program will attempt to unravel the mystery by clearly explaining
what indirect costs are, how they are calculated and applied, the types
of rates institutions use, and what are the implications of waiving
indirect costs on certain projects. THE INS AND OUTS OF CONTRACT LANGUAGE Recorded January 25, 2000 This workshop presents the basics of contract language.
It covers the major components to be found in standard contracts and
explain their purpose and function. To be an effective negotiator it
is important to know not only what language is acceptable or unacceptable
but the reasons why. The workshop reviews the definitions of key terms
(like indemnification, subrogation, exclusive licensing, liquidated
damages) and the important historical and cultural differences between
educational institutions and the parties with whom they contract, including
private companies, which make negotiations difficult. The workshop provides an in-depth, detailed review of
the issues surrounding cost sharing on sponsored projects, primarily
grants and contracts funded by federal agencies. The workshop will present
definitions of cost sharing, both voluntary and mandatory. The session
will include a review of the types of costs that qualify for cost sharing
and the requirements for documenting cost sharing. Information will
also be provided on the relationship between cost sharing, effort reporting,
