Effort Certification and Reporting

Effort reporting is the federally-mandated process of providing assurance to sponsors that:

  1. salaries charged to sponsored programs are reasonable in relation to the work performed, and
  2. faculty and staff have met their commitments to sponsored programs.

Legacy UMDNJ (RBHS)

For legacy UMDNJ faculty and staff, the FTERS/Banner systems will continue to be the means to provide assurance until Rutgers is fully migrated onto a single Effort Reporting Platform.

Important Changes for FTERS as of 2/1/2016

  • Certified effort statements are now only required from individuals with effort on one or more sources of federal/state/local government funding (including pass-through agreements). Individuals that do not conduct research, or whose research activities are funded exclusively by non-federal/state/local government funding, are not required to certify.
  • Certified effort statements have been reduced to just two categories.
    • Research and Sponsored Programs: Individuals will certify line-item detail for sponsored programs funded by state/federal/local government sponsors.
    • Non-Sponsored Activities: Individuals will capture all other non-research activity, such as instruction, administration, professional development, hospital/clinic, and non-patient activity, etc. Line-item detail is not required for these activities.
  • Deans are no longer required to complete post-approval review. Effort Reports may be provided to the Dean for oversight upon request.
