Institutional Prior Approval System (IPAS):

Grants from the following federal agencies, with some exceptions, are administered under Expanded Authorities delegated by the sponsors to the University.

Air Force
Army
Department of Agriculture
Department of Energy
National Aeronautics and Space Administration
National Oceanicand Atmospheric Administration
National Science Foundation
Navy
Public Health Service (National Institute Health)

Under the Institutional Prior Approval System (IPAS), the above sponsors permit University approval of the following:

Pre-award costs not to exceed 90 days prior to the official start date.

All, except Air Force and Navy, permit approval of one time extension not to exceed one year, which must be requested at least 30 days before the termination date.

Equipment purchase approvals and re-budgeting, domestic travel re-budgeting and foreign travel approvals and re-budgeting are allowable by the University for some of the above sponsors. Check with the appropriate accountant to determine which sponsors permit University approval.

In accordance with the above, if the University is not authorized to give IPAS approval for a change, the project director should initiate a letter to the sponsor, countersigned by the Office of Research and Sponsored Programs.
